In the Grand Hall of the Captain Miša's Mansion, on April 24, 2024, the Third Memorial Conference dedicated to the memory of the renowned Head of the Sector for Emergency Situations of the Ministry of the Interior, Police General Predrag Marić, was held. He was a pioneer and the visionary behind the disaster risk reduction system in the Republic of Serbia. The "Predrag Marić" Memorial Conference is jointly organized by the University of Belgrade, the Faculty of Security Studies, the Ministry of the Interior of the Republic of Serbia, and the Institute for International Politics and Economics. The conference was attended by numerous prominent figures from the scientific and professional community, including the Rector, the Minister, the Commissioner for Information of Public Importance and Personal Data Protection, State Secretaries, Assistant Ministers, members of the Republic Emergency Headquarters, Deans of Faculties, University Professors, Judges, Prosecutors, the entire leadership of the Sector for Emergency Situations, along with Heads of Departments and Sections throughout Serbia, Commanders of almost all Fire Brigades and Battalions, owners of companies specializing in risk management, representatives of large enterprises, and other organizations significant to the protection and rescue system and disaster risk reduction in the Republic. The event also received significant media attention. As in the previous year, the Conference was part of the implementation of the project titled "Management of New Security Risks – Research and Simulation Development (NEWSIMR&D)," Idea Program, number 7749151; approved and funded by the Science Fund of the Republic of Serbia, 2022-2025. The Third Memorial Conference consisted of a Formal Academy and five scientific-professional panels. During the Formal Academy, the following speakers addressed the attendees: Prof. Dr. Vladan Đokić, Rector of the University of Belgrade; Mr. Bratislav Gašić, Minister of the Interior of the Republic of Serbia; Prof. Dr. Ivica Radović, State Secretary of the Ministry of Education; Mr. Luka Čaušić, Acting Assistant Minister and Head of the Sector for Emergency Situations; Prof. Dr. Branislav Đorđević, Director of the Institute for International Politics and Economics; Prof. Dr. Vladimir Cvetković, Dean of the Faculty of Security Studies; and Prof. Dr. Mladen Milošević, President of the Organizing Committee of the Memorial Conference. After the welcoming speeches, the "Word on Predrag Marić" was read, followed by the awarding of memorial prizes for professional and scientific contributions. The award for the best scientific paper from the Second Memorial Conference was presented by the Rector of the University of Belgrade. The laureates were Prof. Dr. Zoran Jeftić and Prof. Dr. Miroslav Mladenović, Professors at the University of Belgrade - Faculty of Security Studies. The awarded paper is titled "Military Response to Emergency Situations." The award for a special professional contribution to the development of the disaster risk reduction system for 2023 was given to Prof. Dr. Dragan Radovanović, President of the Red Cross of Serbia. The award was presented by the Minister of the Interior of the Republic of Serbia. The Formal Academy concluded with a presentation on the work of the first National Simulation Center for Security Risks, established as part of the project by the Faculty of Security Studies funded by the Science Fund of the Republic of Serbia. The public was shown the most advanced simulation software and the advantages they bring in terms of training experts and scientific research in the field of emergency situations.
Under the leadership of Prof. Dr. Petar Stanojević, a demonstration exercise of a digital fire simulation was performed, involving members of the Belgrade Fire Brigade. The theme of this year's Memorial Conference scientific-professional panels was "Digital Simulations of Emergency Situations and New Technologies in Risk Management".
The panels featured 33 presentations (by more than 50 authors), competing for the best scientific paper. Among the presenters were distinguished university professors, other eminent scientists, and recognized experts from both Serbia and abroad. The papers were presented in three languages (Serbian, English, and Russian). Authors from four countries, representing various emergency prevention and response systems (European Union and Russian Federation), presented live or via video conference, making the event highly dynamic and interactive.
